I just got a phone call and followup email today asking about how to
upload a photo to be on a Wikipedia article.
This has got to be an incredibly common request. What's a standardised
way to handle it?
Here's the text I wrote back with:

OK - the key point with contributing a picture to Wikipedia, or rather
to Wikimedia Commons, is that you are contributing it to the world -
under a free licence.
(You can't contribute a picture "for use in Wikipedia" - Wikipedia
doesn't accept those. It needs pictures of living people to be under a
licence where literally anyone can use it.)
So, you need the person or body who owns the copyright in the picture
to contribute it under a free licence. This means you lose control
over the picture, but it does contribute it to the world. This does
not control unpleasant reuses - so be very sure you think this is a
good idea.

This works quite well in my experience for promotional photos. It will
rapidly become *the* picture people use.
Creative Commons by-sa is a good licence, I think - anyone can use it,
but anyone can reuse it.
Once a picture is uploaded to Commons, it can be used on Wikipedia articles.

Following considerable deliberation it is with great pleasure that we
announce that the Location Committee has selected Berlin as the location
for the 2014 Wikimedia Conference.
We received a total of four bids from Germany, India, Italy and Sweden. In
selecting the Berlin location we have taken into consideration the
experience and capacity of the team; the travel time and cost for
attendees; the cost of hosting the conference; and the facilities and room
configuration of the proposed venues.
Throughout our deliberations we kept an open mind towards having the
conference in a new location/country, and we have appreciated the compact
solutions offered by having all participants close to each other or staying
at the same lodging; however, we felt that the Berlin bid provides – by a
small margin – the best combination of price, distance and experience this
year.
We thank all the organisations that have entered a bid for their time and
effort and we hope that even if they were not selected this year, they can
make use of the experience when they organise other meetings that will
further the Wikimedia mission.
In closing, we would like to thank all Wikimedia organisations for placing
their trust in this process and committee, which was an interesting
experience for all of us. In the hope that the Wikimedia organisations keep
the hosting choice an open process, we would like to propose a number of
potential process improvements[1], and we would invite all the bidders and

Yesterday Yuri, ED of WMUA (and my college in FDC) was interviewed in
the main morning program on Swedish Radio re the ua.wp contra ru:wp in
Ukraine and of Kazak WIkipedia
The 8 minutes report is half in Swedish and half in English so a bit
hard to listen to [1]
The most interesting parts are
*The Kazak dictator is making all academics in this country to update
the Kazan version of Wikipedia, perhaps to get it POV but mostly so they
will not be dependent of ru:wp, ie he sees it as a must to have a decent
Wikipedia version in order to be independent of the culture from Russia
*In Ukraine the former education minister (pro eu and pro Ukrainian
language) actively promoted the ua:wp so not be dependent on ru:wp. The
current minister have the opposite idea and has made Russian an
official second language in the eastern part of Ukraine
*It seems the university students make it as almost a political choice
if to use ua:wp or ru:wp, and then in western Ukraine choose ua:wp
The central role of Wikipedia in theses vital political issues I have
not heard of from our ordinary "western" chapters/language versions (or
is catalonian/Amical an example)
And reflecting on this, I also think, even if independent, of the
dramatic increase of use of arabic and indonesian wikipedia [2] . Also
of Vietnamese wikipedia which has a tremendous increase in number of
article by intellegent use of bots. Also of the very interesting
development in India, with their many different language versions.
We here very little (nothing?) from these interesting developments,
where we all probably can have a lot to learn
Asaf talks of the problem of getting Global South started as there are
very weak/missing wp communities. But are we as a movement doing enough
to support the active communities and developments in the Global East?
(I can not help also think of Sues words re elections within the
movement. Do these processes conserve our existing dominance in Board
and groups of representatives coming from western world?)

suggests they're already peering at Ashburn. But seriously, such
networks are about transfering datasets like 800 TB of oceanic and
atmospheric data from one continent to another, their traffic with WMF

Creative industries not harmed by digital sharing, report finds

A new report released by LSE’s Media Department contradicts widespread
claims about the decline of creative industries as a result of copyright
infringement.
The report shows that the gaming, film and publishing industries are
growing and new business models are emerging based on digital sharing.
For some in the creative industries, copyright infringement may actually be
helping boost their revenues, the report finds.
Industry data shows that while the music industry has stagnated somewhat in
the last four years, since 1998 it has experienced overall growth with
internet-based revenues as a significant component since 2004. In the UK,
online sales now exceed CDs or vinyl as a percentage of total revenue for
recorded music.
Bart Cammaerts, Senior Lecturer in the LSE Department of Media and
Communications and one of the report’s authors, said:
*“**Contrary to the industry claims, the music industry is not in terminal
decline, but still holding ground and showing healthy profits. Revenues
from digital sales, subscription services, streaming and live performances
compensate for the decline in revenues from the sale of CDs or records**.”*
Citing the big rise in the use of Creative Common Licenses, the report
points to the ways that some creative industries are making use of, and
profiting from, the digital culture that relies on access, sharing and
co-creating.
Its authors warn that some measures aimed at strict enforcement of
traditional copyright regimes may stifle innovation and growth.
*“**Neither the creative industry nor governments can put a stop to
cultural change that is global and in many cases welcomed, including by
other segments of industry,**”* said LSE’s Professor Robin Mansell, another
author of the report, adding:
*“There is a need foster recognition and economic reward for creators and
there is a need for copyright legislation to underpin economic growth. But
such legislation needs to be consistent with 21st century values and
practices.”*
The report looks at evidence from other countries that have implemented
strict enforcement measures against individual copyright infringers and
finds conflicting data on the impact of this enforcement. The authors
conclude that more independent evidence on the claimed positive impacts for
the creative industries of such measures is needed before the expressive
and other rights of citizens at put at risk.

I'm wondering whether Wikimedia has ever considered participating in the
Internet2 research network (Wikipedia

I had found out about it after reading a news article about how Missouri
University changing its 10 Gbit/s connection to 100 Gbit/s. I then read the
website and found that Wikimedia's and their missions go together very
well; part of it is the commitment to sharing and spreading information.
While they are focused on developing new technologies and that isn't
exactly Wikimedia's primary focus, I see big potential for Wikimedia to
benefit from participation on the network, as it could make our information
more accessible to researchers on the network.
When thinking about why Wikimedia wasn't participating, I noticed the costs
of membership. Wikimedia would participate as an Affiliate, which according
to the membership
page<http://www.internet2.edu/membership/membership_structure.cfm>,
consists of "Non-profit organizations that are research- and/or
education-oriented, with a strong interest in Internet2's mission and
goals. They are committed to promoting the development and deployment of
advanced Internet applications and network services in the conduct of
research and education." (sounds like us!). For us, as a level 4 affiliate
(since our operating budget is certainly below 100 million US dollars a
year) , we would pay $10,000/yr.
I previously spoke to Ironholds about this, but neither he nor I know
whether the WMF has previously considered it.

If you think that my criticisms are just about one particular article you have missed my main point, which concerns Wikipedia's credentialism and over reliance on official sources, academic and governmental, which I have often found to be suspect.
